Better Medicare Alliance - Senior Policy Associate

The Better Medicare Alliance (BMA) is a new, DC-based coalition of health plans, providers, advocates & beneficiaries dedicated to supporting Medicare Advantage (MA), the part of Medicare that allows health insurance plans the financing flexibility to focus on delivery system innovations to bring quality, affordable, comprehensive coverage and care to seniors. BMA advocates for MA by informing policymakers of evidence-based research and innovative care models in MA plans, as well as building a national coalition of stakeholders who share the goal of improved care, affordability, and simplicity for Medicare beneficiaries.

Staff will have the opportunity to work with a small but talented team who will shape the organization, grow the coalition, and influence the policy, research and communications strategy. BMA offers a competitive compensation and benefits package.

Responsibilities:

Policy Associate works closely with BMA’s Policy/Research Director to meet the goals of the organization in providing explanation, information, and analysis on policy related to Medicare Advantage to policymakers and the public. The Policy Associate works closely with the President/CEO in building and maintaining a strong, diverse and engaged coalition of stakeholders who support MA. And, as a member of the team, the Policy Associate contributes to the strategy in building a better understanding of the value of MA with stakeholders, policymakers, and the public.

Policy:

· Under direction of Policy/Research Director: Monitors policy activities, discussions and developments around Medicare, and Medicare Advantage, specifically. This includes attending or viewing activities on the Hill, legislative, administrative, and regulatory activities. Prepares analyses and summary of these policies and actions.

· Under direction of Policy/Research Director: Monitors and prepares timely summaries of key policy events and publications, as well as write analyses, reports, and background for policy presentations.

· Drafts policy documents, including issue briefs, profiles of best practices, and reviews of evidence-based findings.

· Works with Communications Manager & Policy/Research Director on strategic messaging around policy issues, clarify policy, or provide needed information and documentation.

Coalition Building:

· Works with President/CEO and Policy/Research Director to identify potential coalition Ally organizations. Prepares background and preparation necessary to make decisions about targeted prospects.
· Works with CEO to prepare materials for prospective Allies and ensure CEO is prepared for meetings or conversations with prospective Allies. Accompany CEO at meetings, as needed. Follow-up to closure.
· Responsibility for managing and maintaining coalition relationships, including email and written communications to keep Allies informed and engaged.
· Provide oversight of joint projects with Allies and drafting of Ally blogs.
· Work with Communications Director on recruitment of Allies to participate in BMA activities, such as Briefings, panel discussions, appearances on behalf of BMA.

Qualifications:

· 4-6 years of Capitol Hill, association, consulting, legislative and/or health care policy in non-profit or for profit experience in the health sector
· BA/BS required
· Understanding of health policy issues, including understanding of Medicare Advantage
· Understanding of key stakeholders and policymakers in Medicare, and Medicare Advantage specifically
· Ability to represent BMA at external events, including panel presentations, roundtables and informal gatherings of stakeholders and policymakers
· Strong written & oral communication skills
· Ability to explain complex issues into simple language
· Team player, with the ability to work independently and set priorities.
